EGBA Scolds European Commission

After the European Commission (EC) Green Paper initiative called on all the relevant European gambling bodies to submit reports on European online gambling regulation, the European Gaming and Betting Association (EGBA), a major body comprising of most of Europe’s online gambling operators, submitted a comprehensive, diverse, and strongly critical 105-page report.

EGBA’s secretary general, Sigrid Ligne, opened the report with a broad survey of the current status of Europe’s online gambling market.  He said that Europe is now leading the world in online gambling, and that if it wants to remain the world leader, it will have to forge unilateral EU regulations for all member states.  The current lack of uniform continental regulation leads to unnecessary costs, misallocation of resources, and eventually to black market gambling.  The harder it is for registered sites to operate, the easier it is for black market casinos to profit.

Without lashing out at the EC initiative’s commissioner, Ligne didn’t withhold his criticism regarding the EC’s utter failure to enforce even the existing Europe-wide laws that have already been agreed upon by EU member states.  Individual nations have taken regulatory measures in complete disregard of EU law, and the have seen no repercussions from the EC.  The EGBA report stresses the need for the EC to take immediate action on the matter.

Answering more specific questions featured in the EC initiative’s query, the EGBA focused on honest sports betting, prevention of problem gambling, and protection of minors.  The report also focused on the issues of consumer protection, licensing, fraud prevention, customer identification, and other important factors.  The report also included a study proving that online casinos have not reduced the profits of land-based casinos.
